Here is where the governing body of the city resides. He or she will recieve and call for their advisors and officers when in doubt, or seek out foreign relations to those across their borders.
A goverment office isn't very well protected, however, this is subject to change if specified by it's controller.

It felt like a weight had been lifted from off his shoulders despite him seeking after more. He couldn't help but fall in love with the feeling if only for a little bit. Kong Ming was not a man to succumb to complacency though he thought on it occasionally. Truth was, he was incapable of relaxing when there were so many things he felt he had to prove in his life. Complacency could not exist in his world.
He carried himself with confidence, his head held high, his posture in perfect form despite riding a horse. He wore his typical battle armor with the misleading yellow fabric underneath that could easily be mistaken for gold. Ming wore no helmet since it restricted his vision on the battlefield.
Ming stopped just short of the Government office. He quickly dismounted his horse. He looked from side to side making observations of the office and the surrounding city. The guards could easily notice the claw mark scars on Kong Ming's face, surely from a hunting adventure. Finally his attention drew front and center on the guards in front of the imperial palace. "The name's Kong Ming. I seek an audience with your lord regarding employment." His deep tone full of confidence and surety. His voice carried force with it, the sure sign of a natural leader.
Kong Ming dangled his short sword on his side. He was not accustomed to the proper guidelines to such audiences but he would find it insulting if his sword were to be taken from him. His weapon, the same thing that had allowed him to breathe at this very moment. Without it, he would be dead by now or possibly disabled. His weapon was, at times, the only thing he trusted, even more so than the people he called friends. His weapon was more apart of him as was the words he spoke. "Kong Ming, you are answering the Lord's call for his officers?" asked the official, having misheard him. "You were misinformed. He is still in Xu Chang. Here is a seal that will let you pass all checkpoints and the palace guards. See him there, and quickly. It seems to be a matter of some importance."
With that, the official went back to his duties.
