Cao slowly prodded his horse forward, to what he imagined was the line between Chen Liu and Luo Yang. Sun Dao had not too long ago walked past this point, having accomplished his mission in Luo Yang. On his return trip the Darkstar had mentioned that he would like to eventually cobble a road between Luo Yang and Pu Yang. Cao decided that to be a noble cause, and that he would start it.
He gazed out across the valley and into the heart of the city that had once been the capital. Cao imagined he still saw smoke rising up from the city... the last time he had seen it was after Dong Zhuo had ravaged it.
Cao went to the governmental office. The guards immediately kow-towed upon seeing him, but in his customary fashion, Cao walked past them and into the receiving room.
"Governor, I have a project, and I need you to get me laborers. The governor turned, ready to demand an excuse for the rude and blunt speech, and possibly punish the offender. Once he saw it was Lord Cao Cao, however, he immediately dropped to his knees.
"Of course. Anything, my lord."
"I want a road cobbled between our garrison here, the granary, and as far into Luo Yang as you can safely arraign. My guards and a small contingent of men will help to oversee the project."
"But... my lord.. the governor began. Cao's eyes flashed with anger at being questioned, but the governor's eyes were still locked on the floor. How will we get the laborers and the materials?
"Remind me please, my governor... how did you ever get promoted to this rank? Cao said, his words dripping with venom. You and your men will go to each household, and you will choose any able bodied person from the household who is not currently serving in our army. These people will be allowed the same exceptions from taxes as our soldiers for these season. They will gather the stones, bring water from the rivers, and cobble the roads. This will allow our troops to move easily, reducing their fatigue, that of the horses, and make it easier for the carts to bring food and supplies.
