Long had the 'majestic' aristocrats from the highest of hierachys pushed down on the peasentry, too long had the rich blamed and stamped on the poor for their own ignorant failures. Liu Xuande had climbed from a working class family, Xuande had faced the troubles faced the struggle, the system was beyond unfair. A strict unbreakable and unpassable wall of elitism kept the top at the top and the poor becoming poorer by the season.
It was simple what was needed to be done, the old elite must be removed and a new system had to be put in place. A system fairer for all, where peasents, lords, foreigners and all could appreciate their lives. Such an ideal within this day and age was blasphemous, outrageous and laughable. But not for Liu Bei, Liu Bei called for socialist reforms - benefits, assistance for small businesses to aspire and grow. The lands that were under his control would not be governed by the harsh social-darwinism of dog eat dog but rather a community, a community that worked together. If the butcher flourished with meat one month, then the workers woul be well fed and thus production would be launched forward; the lords would be happy from the pious industry and furthermore everyone prospered from Liu Bei's reforms.
A tactical insertion, Liu Bei would plant the seed now that would grow; grow beyond anyone could predict or see. Xuande was a dragon at the head of a peasent army, but was a misinterpretation that was. For it was the peasents who dictated the outcome of the land, the majority, the heartland, the blood and the soil. People toiled over land, warriors, great minds whilst Liu Bei seized the support of the people. Work and bread, a common yet unbeatable promise in times of war.
Xuande understanded these people didn't need war, having been put through the constant feuds with Mongolia, neighbouring states and now civil war - nobody wanted war.. except for the war mongering northern states.
"Be generous to the poultry, sprinkle a few seeds... and soon you'll find a whole family following your footsteps."
Liu Bei reminded himself, he would become a laughing stock to the generals if they found out his ideals. That he valued the lowliest peasents over the military. But for Liu Bei, wars were won before they were even thought. Total war would require an undefeatable economy and for Liu Bei to create one he would need the support of the people.
"War is the greatest plague that can affect humanity; it destroys religion, it destroys states, it destroys families. Any scourge is preferable to it."
Liu Bei reminded himself and his advisors, the value of any life was beyond any human material, any land.. any belief.
"The best fortress which a governor can possess is the affection of his people - Would you not agree?"
The small board of his advisors as they plotted the next move, they required the hearts of the people. Not only within their own states but outside. If the people fell for the policies and rule of Liu Bei; the conquest and ultimately the restoration of power would be complete much easier. Xuande nodded, it didn't matter if he was humitarian through his heart and mind; both rather the image he potrayed. As long as the public opinion outweighed anything the public could slander him with, then unrest within his opponent states and solidification within his own with patriotism, hope and honour.
"Much like my master has taught me, Lord Liu Biao does not seek war; and nor shall we. If war comes our way - we shall fight for our lives but never shall we impose an assault against another unless entirely necessary - it is not plausible!"
Liu Bei announced to his advisors, having recently created a power within China; now with two cities - neither of any significance - though he was a vassal of Liu Biao. Together they were strong and would offer a threat to neighbouring lands.
